ICARS supports the generation, evaluation and use of evidence to develop and implement cost-effective, context-specific solutions to address antimicrobial resistance (AMR) in low- and middle-income countries (LMICs).

To work in partnership with LMIC ministries and research institutions to co-develop and test scalable, evidence-based AMR solutions. These efforts are grounded in National Action Plans and informed by implementation and intervention research, across the One Health spectrum.
We support country-led efforts by engaging with local knowledge and ensuring that AMR priorities are identified and driven by national teams. This co-development process builds on existing structures and feeds into National Action Plans.
Recognising that drug-resistant infections affect people, animals, and the environment, we take a One Health approach that connects sectors and encourages cross-cutting collaboration and investment.
We work with national, regional and international partners to advance a cross-disciplinary, inclusive research approach. Our aim is to complement, rather than duplicate, existing AMR efforts across public, private and philanthropic sectors.
We move beyond one-size-fits-all responses by developing practical, context-specific solutions. Our approach balances short-term action with long-term vision, identifying both barriers and enablers to successful implementation and scale-up.
We focus on cost-effective, locally viable solutions that promote lasting change. By building the capacity of local teams, we aim to support expansion, scale-up and alignment with broader national and international AMR initiatives.
